OTV — the Office of Terrestrial Voice — is the Church's principal organ for communication with the human world: official statements, public notices, publications, correspondence, media responses, educational material, and every outward-facing word the Church chooses to say.
The Office serves terrestrial audiences specifically. It does not claim jurisdiction over communications directed toward extraterrestrial intelligences, the deceased, or participants in Telepathic Fellowship — those channels answer to other offices.
OTV preserves the distinction between what the Church teaches internally and what it chooses to say publicly. Speech is not harmless simply because it is truthful; some truths clarify, some destabilize, and some arrive before their listener possesses the language necessary to survive them.
Official communications are frequently issued under the pseudonym "A Terrestrial" — a civic voice arguing first principles for a contacted age, in the tradition of Thomas Paine.
